Metonymy - "a figure of speech that consists of the use of the name of one object or concept for that of another to which it is related, or of which it is a part"
Synecdoche - "a figure of speech in which a part is used for the whole or the whole for a part"
I would say that synecdoche is particular type of metonymy. Synecdoche seems to me to require that the word being used as a substitute is part of the thing which it it being substituted for. Metonymy just requires that there is a link.
Examples:
1) "The White House" to mean the American president or the American Government. (metonymy only, as the building is related to the president/government but is neither of those things)
2) "Hands" to mean workers ("We need as many hands as we can get.") (synedoche and metonymy, because hands are parts of the workers.)
Other examples of synecdoche - "wheels" to mean car, "plastic" to mean a credit card (and money), etc.
