“九五”是我国经济持续快速增长、综合国力不断增强、社会主义市场经济体制逐步发展与完善的时期.国民经济与社会发展对交通运输的需求,不仅是数量上的持续增加,而且在质量上也有新的变化,这就要求必须加大公路建设的投入.但在建设资金并不宽裕的今天,决算超预算、预算超概算、概算超估算的“三超”现象仍很普遍,以至于某些建设项目投资失控,资金缺口较大,从某种意义上来讲,反而制约了国民经济的快速发展.尤其是加入世贸组织之后,我国的建设市场成为重要的组成部分,会有更多、更强的外国承包商进入中国,这些外国公司具有强大的、技术、管理和人才优势,使我国国内建筑承包市场的竞争更加激烈.面对这前所未有的机遇和挑战,我国公路工程造价管理模式与国外先进的管理模式有那些不同和差距,能否与国际惯例接轨,适应国际公路建设市场一体化的新形势,在市场经济条件下,如何有效地对公路工程造价进行科学地管理,这是大家共同关心的问题.本文主要介绍如何从决策阶段、设计阶段把工程造价控制在批准的限额之内.

"Ninth Five-Year Plan" is China's sustained and rapid economic growth,comprehensive national strength has been increased,and the socialist market economic system,the progressive development and improvement of the period.National economic and social development's demand for public transport is not only a quantitative increase,but also in quality,there is also new changes,which must be invested to increase highway construction.However,in construction funds are not well-off today,the ultra-budget accounts,budget estimates super,super-budget estimates of the "three super" phenomenon is still widespread that some of the construction project investment out of control,a larger shortfall in funds,in a sense to stresses,but restricted the rapid development of the national economy.Especially after the accession to the WTO,China's construction market has become an important integral part of,there will be more and more foreign contractors to enter China,these foreign companies have a powerful,technology,management and personnel,so that China's domestic construction contractors to increase competition in the market.The face of this unprecedented opportunities and challenges,China's highway construction cost management model with foreign advanced management mode and the gap between those of different,compatibility with international practices,adapt to the international highway construction market integration of the new situation,under market economy conditions ,how to effectively carry out scientific highway construction cost management,which is our common concern.This paper describes how the decision-making stage,the design phase of the project cost control within the approved limits.
